This is not unusual. Assuming you have both surgeries at the same time from a medical perspective the clinic won't want to tie up both doctors. If however you want the surgeries on different dates it shouldn't be a issue. It will however be more expensive and higher risk. FFS should be done last in this situation.

Any general anaesthetic carries a risk. You double that risk by having two. Additionally FFS depending on the degree of work has the added risk of your airway being compromised, hence why it should be done last if possible. That being said, leaving a good gap between the two is the other option.

Unfortunately the clinics hold all the cards. If you are not happy with their proposal there is always another patient in the wings who will be anxious to proceed no matter what. It totally sucks, but thats how it is.
